Futuristic UN Security Council: Mass Surveillance in 2100

For the past 74 years, ‘The Watchers’ have provided nothing but loyal service to the Security Council. They have monitored the land and seas of every nation, singlehandedly stopped every terrorist organization, and captured every major wanted criminal around the globe. But, a change in ‘The Watchers’ regime has led to a new leader, called Santa. And your latest intelligence reports are showing that Santa might not have the best intentions with the helicarriers… Can Santa be trusted? Are ‘The Watchers’ even ethical or legal?
